1.  Tea lights.  Lots of them.  (if you've got that many...we need to talk)

2.  Ingenuity.  You've got it.  Sometimes when we're forced to work with what we have...we get better.

3.  Camera.  It doesn't matter what you've got.  A flip camera.  An old VHS camera.  Somebody's got one.  Get it & use it.

4.  Patient people.  Guaranteed you've got some people who are begging to get involved.  Have them light something on fire and film it.
